ACE SHOOTER, IAS FAMILY, DU GRADUATE: WHO IS KASGANJ DM GOING VIRAL FOR TRACTOR PHOTO?

A photo of a District Magistrate from Uttar Pradesh is going viral as she rides a tractor to inspect rural areas in Kasganj. She is accompanied by two other persons, including the driver, while the rest of her team is seen walking behind.

The region has been heavily impacted by rain, leading to significant waterlogging that has disrupted daily life and transportation of villagers. District Magistrate Medha Rupam had to use a tractor to navigate through the submerged roads and assess the situation on the ground.

During a public hearing, residents had informed her about the severe waterlogging in Gangagarh village, prompting her visit to address the issue. The villagers told District Magistrate Medha Rupam that water had filled many parts of Gangagarh village, making it difficult to even leave the village. When she arrived at the spot, the water level was so high that her government vehicle couldn’t move.

Following the advice of the villagers, she decided to use a tractor to get to the village. Once there, she instructed the officials to find a solution to the flooding immediately.

Who is Medha Rupam?

Medha Rupam, an IAS officer from the 2014 batch, was born in Agra, Uttar Pradesh. Her father, Gyanesh Kumar Gupta, served as an IAS officer in the Kerala cadre, which is why she did her early education there.

Medha Rupam attended Naval Public School in Ernakulam until the 8th grade and then completed her 12th grade at St. Thomas School in Thiruvananthapuram. In 2008, during her 12th grade, she began to learn shooting. She later pursued higher education at St. Stephen’s College, Delhi University, where she graduated with a degree in Economics.

Rupam began participating in 10-metre air rifle shooting competitions and quickly established herself as a skilled shooter. She competed in the Kerala State Shooting Championship, where she won three gold medals.

However, inspired by her father to pursue a career in the Indian Administrative Service (IAS), she shifted her focus to preparing for the civil services.

Her efforts paid off when she achieved a 10th rank in the 2014 UPSC examination and was selected for the IAS. Her husband, Manish Bansal, is also an IAS officer from the same 2014 batch and is currently stationed in Uttar Pradesh.

Medha Rupam’s IAS training included her initial posting as an Assistant Magistrate in Bareilly, where she served until 4 June 2015. Following her training, her first assignment was in Bareilly.

On October 23, 2016, she was transferred to Meerut as Joint Magistrate, where she won a gold medal in a shooting championship in Baghpat. Subsequently, she was posted in Unnao as Joint Magistrate before being appointed Joint Director of UPAAM in Lucknow.

In 2018, she took on the role of Special Secretary for the Women’s Welfare Department. On February 12, 2019, she was appointed Chief Development Officer of Barabanki. She then became the District Magistrate of Hapur.

On February 24, 2023, she was promoted to Assistant Chief Executive Officer (ACEO) of Greater Noida. In June of this year, she was transferred to Kasganj as District Magistrate, where she continues to work to date.
