CABLE OPERATOR REGISTRATION SIMPLIFIED, GOVERNMENT INTRODUCES ONLINE PROCESS

The Ministry of Information and Broadcasting on Friday announced key amendments to the Cable Television Network Rules, 1994 to simplify the registration process for local cable operators (LCOs) and promote ease of doing business. 

The updated guidelines will shift the entire LCO registration process online, with the ministry itself designated as the registering authority. This marks a departure from the earlier manual process conducted through local head post offices, where the Head Postmaster served as the authority.

Under the new system, LCO registration certificates will be issued in real-time following successful verification of applicant details, including Aadhaar, PAN, CIN, and DIN. Registrations will now be granted or renewed for a duration of five years.

To enhance transparency and accountability, the amended rules also introduce a provision for appeals in cases where registration or renewal applications are denied.

Previously, the offline registration process was not only cumbersome and time-consuming but also restricted LCOs to specific operational areas. The new online system, hosted on the Ministry's Broadcast Seva Portal, promises a seamless and efficient experience.

The ministry outlined the process in its statement:

  • Application submission: LCOs can apply for new registrations or renewals through the Broadcast Seva Portal
  • Fee structure: A processing fee of Rs 5,000 is required for both new registrations and renewals
  • Renewal Timeline: Applications for renewal must be submitted at least 90 days before the existing registration expires. For registrations valid for less than 90 days, renewal applications should be filed immediately

Existing LCO registrations will remain valid until the expiration date stated in their certificates.

According to the ministry, these reforms align with the government's broader agenda to foster a business-friendly environment by reducing procedural hurdles and ensuring streamlined operations.
